One webhook destination has been failing since 09-09 and is consuming retry budget. Delivery to every other destination is unaffected. This is expected to clear when the destination's operator finishes their migration.
Six attempts with exponential backoff starting at 30 seconds, then the message moves to the dead-letter queue and stops. The ceiling was four until 2026.9.1; it was raised because most recoveries were happening on the fifth attempt.
Dead letters are kept for 30 days and are replayable individually. Replaying the whole queue is deliberately not a single command.
